The Role of Serbian Police During The State of Emergency

The appearance and spread of the Corona virus in the world has led to significant changes in people’s social life. The virus appeared in China and then spread rapidly to the rest of the world. Serbia and the countries of the region have also been affected by the Corona virus pandemic and are still fighting it. Public authorities, the economy and all other aspects of society were forced to change. The authors have analysed the impact of the occurrence and spread of the Corona virus in the Republic of Serbia, with a special emphasis on the policing. The first part of the paper gives a brief analysis of the normative framework for the policing during the state of emergency that was declared in order to prevent the spread of the infection. The disputable situation in the Serbian legislation is the possibility of violating the ne bis in idem rule, i.e. the prohibition of double jeopardy, which is based on both domestic and international legal acts. The second part analyzes the state and movement of crimes during the state of emergency, bearing in mind the significant restrictions on freedom of movement at that time.
